The transport card or authorisation is the enabling document issued by the Ministry of Transport that allows carrying out public road transport of goods or passengers in Spain.

You need it if you are going to carry out public transport of goods or passengers with vehicles over 3.5 t of maximum authorised mass, or with vehicles carrying more than 9 people (including the driver) in the case of passengers.
